
Andrew M. Kramer, M.D. has 26 years of experience in health services research and research management. He has served as Principal Investigator for numerous contracts and grants funded by the Centers for Medicare & Medicaid Services (CMS), the Office of the Assistant Secretary for Planning and Evaluation (ASPE), the National Institutes of Health (NIH), the Medicare Payment Advisory Commission (MedPAC), research foundations, and state governments. His research emphasizes quality of care in nursing homes, rehabilitation hospitals, and home health agencies.
Dr. Kramer has been the national leader in QIS development and implementation for more than a decade. He began developing the QIS staged quality assessment system under CMS contract in 1993 at the University of Colorado. Following use of this system to measure nursing home quality in several national studies, he was one of the principal investigators for the QIS development contract funded by CMS from 1998-2005. Currently, as Principal Investigator for the QIS demonstration contract that began in July 2005, Dr. Kramer directs the implementation, training, support, and refinement of the QIS. As part of this contract, he frequently presents on the QIS to state survey agencies, The Association of Health Facility Survey Agencies (AHFSA), stakeholder groups, and providers.
Dr. Kramer established the Division of Health Care Policy and Research in the Department of Medicine at the University of Colorado Health Sciences Center in 2001. He is Professor of Medicine, Head of the Division, Director of the Center for Health Services Research, and Director of the Hartford/Jahnigen Center of Excellence at the University of Colorado. Dr. Kramer received his medical degree from Harvard Medical School and has authored more than 90 publications and major policy reports.
